It's been made quite clear that Zaros prefers to play the role of the chessmaster, so I think that if he wanted Seren to come back, it would be so that he'd have another piece on the board, so to speak, although if they do have a history together, that could be another factor. Given how Zaros likes to bide his time, I think he'd prefer Seren's return to be a gradual process, especially if Seren's personality really IS broken apart.
I like one idea that would make sense for Zaros is to have similar personalities grouped into pairs. The minds in each pair would reach a compromise, in turn leading a pair to become a single, unified personality. This process would be repeated with every part of Seren, but of course, as this would go on, you eventually get to pairs that have more drastic differences. And of course, I imagine that Seren's personality isn't just a factor of two, so there will be a point where you have more than just pairs, and you'd either have three personalities trying to compromise, or you just leave one personality alone while other pairs combine.
Regardless, by the end of this promise, because of all these "compromises", there's an extremely high chance, if not a certainty, that Seren's personality will be vastly different than what it used to be. She won't be INSANE, but I doubt she'll be anything like her old self.
It's entirely possible, but perhaps unlikely, that the player will be able to help with these compromises. For one thing, this would require FAR too much work from Jagex to make every single personality distinct. However, if we could in some way influence how Seren will act after being rebuilt, it would help Jagex live up to the idea of every p layer having their own unique story.
