WARNING: SPECULATION AHEAD.
As we've known for a long time, Zaros is building his strength for a return to Gielinor. We've recently discovered that Seren shattered herself; and if she were to be put together, the millions of crystal shards composing her body would have differing personalities, leading to the chance that Seren could go insane.
The mechanics of what happened when Zaros abandoned his body are a mystery, he has already gone through most of the process of restoring himself - he just needs a corporeal form to return.
Seren was Tier 2 before she shattered. If she returns, she mightn't have her full strength; but even at Tier 3 or 4, can you imagine the destruction she'd be capable of if she were insane. We'd be looking at Tuska, the Necrosyrtes and Amascut all bundled up.
So would Zaros aid Seren's return? Zaros is probably one of the most tolerent of other gods, god, so if Seren's return was likely, it would benefit Zaros that she were sane, in my opinion. I believe that Zaros would have a harder time controlling an insane, illogical, chaotic Seren than he would have controlling a sane and logical Seren. As the God of Control, Zaros might be able to guide her as she reforms into controling her differering personalities, and as Zaros aided her return, it would be hard for Seren to justify an attack on Zaros.
Some may question: Why would Zaros help at all? Well, as Seren is Tier 2, she can survive without a body. Destroying her would be nigh impossible, and Zaros seemingly has little reason to. If she's going to return, Zaros might want it to happen on his terms.
SHORT VERSION: Seren is going to return. Zaros sees that an insane Seren is detrimental to his plans, therefore decides to aid her return.
EDIT (FOT* Spoilers.)
We will probably be be able to use a light simulacrum to restore Seren's body.
