Then I suppose since they're a defence mechanism for the stone created by it, that makes them part of it, therefore they're an artefact.

The Frostenhorn is somewhat similar to the Gjallarhorn of the Norse mythology. The sound of Gjallarhorn can be heard in all the Nine Worlds. The Frostenhorn can be used contact a god in a different dimension, but nobody has yet blown into it.
The god Heimdall blows into the Gjallarhorn when the final god war (Ragnarök) starts.

We don't know that because nobody has tried to use it as horns are supposed to be used, i.e. blowing into it. Azzanadra wanted to contact Zaros. He didn't want to alert all the gods. Most likely you'll need to be a god or have other elder artifacts for the horn to work correctly. (The Gjallarhorn likely requires Heimdall's power.)
What I forgot to mention is that Azzanadra mentions that "Frostenhorn" is a Fremennik name. Jagex thus connected the Frostenhorn to the Fremennik and Norse lore.
