No.
That's Lucien, compare Luciens rejuvenated form with the statue.

It has the examine option of a "statue of Zamorak." I’m not great at this game, but I do love quests.

I don't think it's intended to be a canonical representation of exactly what he looked like.

(Neither is the representation in my comic either, fwiw. The art director hasn't even seen it, let alone approved it.)

No.
