I never saw an issue with curses in PvP situations (in 1vs1 PvP matches, you rarely see soul split being used unless both players are using soul split, it is more of a mutual respect) and piety fared better than turmoil considering the 25 prayer level difference.
I believe it is level 122 to be maxed in all combat with 70 prayer.
I believe it is level 125 to be maxed in all combat with 95 prayer.
If you compared a level 122 to another 122 with 70 prayer vs 95 prayer then the one who is 70 prayer will be maxed combat while the person who has turmoil can have the following:
99 attack, strength, hitpoints, ranged, magic, 88 defence and 95 prayer at being 122 combat without going over to 123 combat.
or
96 attack, strength, defence, hitpoints (99 magic/ranged with 95 prayer) at being 122 combat without going over to 123 combat.
Of course, the stats can be different to meet 122 combat, these are just sample stats.
The few levels difference in comparison can put the piety user ahead in the fight and thus winning. I pked with piety and with turmoil. I actually noticed that turmoil was not worth it because I was killing players who had turmoil when I was just using piety. I wonder if 3-4 levels made the big difference in winning most of the fights.
