This is something that I've recently posted in the 2007 subreddit, but thought I'd post it here too. I've been thinking the Skull Sceptre could do changes to make it a viable combat weapon, as an alternative to a staff of fire in F2P, similar to how the Hill Giant Club is an option instead of a Rune 2H. It's a shame to see something that takes so much time to get have so little us given the grind to get it is akin to fighting Obor.
Instead of granting unlimited elemental runes, the Skull Sceptre could instead grant a small prayer bonus, probably about +4 (the same as a rune mace), which fits with the theme of it being made out of bones. I've seen concerns about balancing f2p magic damage, so the Sceptre have a lower Magic attack bonus, but greater defence bonuses than the staff of fire . Alternatively it could just simply be given the same stats as the staff of fire.
Another suggestion another player had is giving it the ability to Autocast Crumble Undead, as there currently aren't any f2p staffs with this ability. This would give it it's own niche in f2p allowing for training on Ankous and other undead without breaking any weapon balance, similar to Silverlight/Arclight for training on Demons.
Lastly, it'd need to be able to autocast most spells like other staffs (unless crumble undead is it's sole use), along with possibly having the option of recharging its teleports. This could be done using a sceptre piece for a full recharge, or perhaps something thematic like a load of bones or death runes.
