The problem is that for years jagex thought that everyone wanted to be a pker and only did skills to make it possible to pk. Then when they found out it was not true, the old guard (gowers) left. They then put a ceo that did not believe the polls and just decided that the pkers did not take the time to vote. That lead to the destruction of the original beauty of the game.
After osrs came out, the jmods decided that if players did not want to be pkers, that must mean they were pvmers. So they did a poll asking how many people were non combat players and how many were pvmers. The never asked how many people did ALL the skills as skillers.
Because few people ignored combat skills, they assumed everyone wanted to be a pvm bosser, i.e. someone that only did gathering skills to get the money to do bossing. So they decided to dump all the resources on bosses so that no one had to do them.
As a result a large portion of the game's players left. Now there are few people that complain about useless skills any more since everyone that loved the game for the skills have gone to better games. Jagex has little reason to fix their problem because they failed to listen to their players when it would have made a difference.
