Still thinking that this would be a better way of going about making the older rewards more accessible, by encouraging membership sales and discouraging MTX, and making people really think about what they want instead of wanting everything and seeing what sticks. > )

I beg to differ. Veteran capes mean nothing when it comes to showing when you played. They only show how long ago an account was made, they don't show during which years you actually actively played.
This; account age and the historical values of discontinued items don't serve the same purpose, like explained above. The account age that veteran capes prove is also poorly designed, because you aren't required to play nor pay for the game to be eligible for them; you only have to progress enough in character creation, and the timer starts counting. Really the only part successful about the veteran capes is their graphical design.
