OK - so here is my theory.
Jagex has been pushing to get its cards into many retailers for people to be able to buy them. The problem is that only a few people will buy a prepaid card if they don't know much of anything about the game - that being said, it is still a possibility that people will pay for the game and this is a new way to obtain new potential customers. The people most likely to buy cards are current customers, but it is cheaper for the current customers to by the game from their credit cards rather than in the shop - so not that likely either.
But to get the cards in the shops, Jagex says that at least this many will be purchased. So Jagex needs to drive people to buy cards at stores. The most likely people to buy cards are current customers, but there must be a way to convince people to spend more money to buy in the shop rather than by credit card.
So Jagex gives away free stuff attached to the cards. It actually takes away money from Jagex (because of the markup given to the stores), but Jagex does it because they think this is a lower customer acquisition cost than some other method. And because for a company looking to sell out, being able to say they are into these retailers is a good thing.
This is why I think Jagex is giving nothing for payment by credit cards. And this is why they won't.
Those are my thoughts. Please tell me I am wrong....
