I just have one question, how do you know if the mules belonged to them? It's not possible, as far as I know, to make multiple accounts under the same e-mail address.

It does appear that they are continuing to ban accounts as my rank level keeps rising without me leveling.

Get rid of accounts that abuse a glitch, yet you don't get rid of bots. Glad to know we have our priorities set straight.
