If this system is implemented, then it should be done alongside a new system that is based on the principle that everyone should have the right to own their login name as display name. This would be to protect returning players who used the name to create their account.
If a player returns and had their name freed, he should get the one-time possibility to either request it back or to leave it. This could be done by being prompted about it upon logging in the first couple of times after returning.
Note: this only counts for actual login names, not for display names that the player may have owned at some point.
Lets say that someone loses their display name which happens to be their login-name as well, and then someone else picks up that released name. If the first person logs in and chooses to request it back, how are you thinking this would work? Is the second person who changed their name to the released name meant to just give it up because someone who didn't log in frequently asked for it back? If you were to force the second person to give the name back then that's not fair on them
Ok, so I have a main, a Barrows Pure, a Rune Pure and a 1 Def pure. 3 are currently members and I was going to make the 1 def pure a member for legacy, that's 4 accounts, will I be penalized for choosing 4 names even though I have no intention of ever selling them?
They shouldn't get to keep their user forever solely if they had members. It's natural selection. Again, that's like trademarking your favorite word in the dictionary and sueing anyone who uses it in a sentence.

^ This question. I'd like to know the max number of names we can take without it being considered hoarding?
Yep, seems pretty silly to release a list of the names that are being/have been made available. Great for snipers and great for people who are online when the list is released - sucks for everybody else, right?
