Seeing as 2014 is apparently another year of the players, I think the developers really need to work on some form of "eoc v2.0". Since the eoc is what's hurting the community the most, it should be the number one priority.
Runescape use to be a click and wait game. As such, this system should still be very much apparent in eoc. Much like special abilities that certain weapons use to have, abilities should have very long cooldowns(the old special bar was 10% per 30s, so you could only use a dragon dagger special every 1.5 mins, whip special every 3 mins, etc).
Combat should essentially still be click+wait, with the old attack speed, with a few abilities that assist you similarly to prayer.
The community as a whole seems to really like(and want back) special attacks. They gave even lower-leveled weapons a use. If they were re-introduced, and abilities remained in their current state, these weapons would still serve no purpose. As such, the amount of abilities, and what they do, needs to be changed drastically.
Aside from that, gear balance is terrible. Pre-eoc, each and every piece of armour had a unique set of stats(except for the generic metal/d'hide armours, which followed a specific formula, I'm sure). Certain weapons, even when lower leveled, still served a purpose to those with the highest tiers. Now, if you don't have the absolutely best gear and weapon, you might as well not even compete.
Classifying armour into types that drastically change your offensive and defensive stats is a bad system.
Setting a standard "dps" for each "tier" of weapons is redundant.
Gaining health from gear is also a bad system. It simply does not fit in Runescape, no matter how you look at it(that goes for Nex armours, too).
And finally, SOF has become a running joke on other game forums. Fix that.
