I think you hopped into the idea of prestige too easily, following other games ideas (changing the concept to fit runescape), but you had something going Jagex.
I think my main concern was all of the things and items high level players don't have to use anymore because they do have higher levels or maxed levels and prestiging a skill would require new items that aren't normally bought in bulk to train skills.
Even if it sounds picky or selfish, people also work for high levels so they can get to the high level items that do cost less and get rid of so many things they needed before that they wouldn't at a high level.
Another thing that bothered me about the implemented system was the suggested gp cost of switching back and forth between prestige and 'base' level, there must be some other way to accomplish your goal of not wanting people to just be able to go to a bank and switch back and forth, but at the same time you can't expect players to want to pay gp just because they need the base level of their skill for any particular reason. (small time restraints with more prestiges, more or less time restraint depending on how you see that working?, and there's more things i'm sure the devs could think of)
If so many people are worried about highscores and not about new things to do in Runescape, maybe implement a highscores that tracks xp rates, even totals for non maxed players, by the day, week, month, year.
My thinking is that people don't want to see the same thing over and over again, (I don't), so many games use prestige and it's just grinding what you've already grinded, even though this is the big question, Jagex' devs need to figure out something totally new for refreshing the content, who knows what it will be.
