Try to remember these items have been out for a fair old length of time; if you have the equippable versions from their initial release then you've had all that time to look elite and well ahead of the pack.
As far as giving out free overrides to those who already possess the originals - its a nice idea but I'm not sure how complicated that process would be or if it's even possible. I'll note it down though.
Players also purchased the Premier Membership, and 90 Day Membership cards with the idea in mind that these were going to be exclusive to those deals. When Jagex continues to rerelease these items, they no longer become special or 'cool'.
On another note, why is it there's another 90 day membership deal for a cosmetic override which does not include Gold Premier members? Gold Premier members have committed for an entire year, and the benefits seem to have been put to a hault.
