I think the real question here is: Does Jagex prefer Prepaid Membership Cards over Credit/debit/mail-in/phone?
But despite how you pay, I don't see why Jagex seems to favor the cards so much. The only reason I could come up with (and this is because I am involved in retail management) is that there aren't ENOUGH people buying the cards which leads to a waste of money for Jagex. In order to make up for that loss, they encourage potential players (or veterans) to buy the cards with promotional vanity items.
That's just an assumption though.
Other than that, I like the concept of making these items exclusive to Prepaid cards. Why? Because then there is a limited amount of people who have the item. For example, if EVERYONE had access to the Flaming Skull vanity item, it wouldn't be special anymore... cus everyone has one! I like the limitations to these items to only a select number of players because then when you see one in-game, you go "wow!" instead of "yeah I have that too and so do 1 million other players".
Now, you may not be "wowed" about the general idea, since many of you pay with credit/debit but lets be serious... The items wouldn't be as unique/cool/original/special if every single player with a membership had one. I can relate this to Holiday Event Items: they're cool for a few weeks but then their flares die down when all Runescape players have one, then they are stowed away with Diango to never be seen again.
