@lvl 3: It would be nice to have an actual Jagex Moderator answering news-post discussions here, but to be honest, I have a feeling there aren't any that regularly check up on this thread and instead more focus on threads outlining the issues or those posting in the Billing Support forum.
However unfortunate that is, I do think they are still aiming to provide plenty of support regarding issues arising regarding this promotional offer and feedback that is being presented, so I'm not worrying at all myself there.
In regards to your idea, by the way, I really, really think that would work well, and would make sense, amongst all the solutions being put forward here and elsewhere. Since everyone is able to earn Loyalty Points, it would be fitting if such promotional items are at least offered a month after the promotional offer with a payment method such as game cards, or something else.
Out of curiosity, perhaps you could post up this idea of yours in the
RSGame Card Information & Help thread of the Billing Support forum? In addition to manually heading over to it, you could also use Quick Find Code: 291-292-0-63573780.
It would be lovely if you recommended it there, especially since Jagex Moderators do check it very, very often. I would hope such thoughts from fellow players would also help Jagex know some concerns regarding promotional offers such as these.
