To be honest, regarding all the discussion about a lack of availability in certain parts of the world, I do think Jagex should aim to increase availability regularly, but it should be understood there are some obstacles when trying to do so, especially when releasing these sort of promotional offers for Membership cards in particular.
For example, I would say it's safe to presume it's no easy task to dispatch sets of game cards to certain locations around the world, and even if they made it so all game cards redeemed simply were eligible for this neat offer, perhaps they would have troubles with actually keeping certain stores stocked in comparison to others. It's all a matter of issues such as that, but personally, I think they are aiming towards more availability with these sort of offers, or maybe even better, offers for all sorts of payment methods simultaneously!
@Firedomie: Although you are correct it says that and is emphasized, just south-east of that text is the words "exclusive to" with the GameStop, GAME, and Eb Games logos beneath it.
I think that's enough of a notice to at least know that you cannot purchase it from any other store, and since you purchased the game card from the HMV-store, I'm afraid you won't be able to get the Flaming skull as per this promotional offer :( .

@lvl 3: It would be nice to have an actual Jagex Moderator answering news-post discussions here, but to be honest, I have a feeling there aren't any that regularly check up on this thread and instead more focus on threads outlining the issues or those posting in the Billing Support forum.
However unfortunate that is, I do think they are still aiming to provide plenty of support regarding issues arising regarding this promotional offer and feedback that is being presented, so I'm not worrying at all myself there.
In regards to your idea, by the way, I really, really think that would work well, and would make sense, amongst all the solutions being put forward here and elsewhere. Since everyone is able to earn Loyalty Points, it would be fitting if such promotional items are at least offered a month after the promotional offer with a payment method such as game cards, or something else.
Out of curiosity, perhaps you could post up this idea of yours in the
RSGame Card Information & Help thread of the Billing Support forum? In addition to manually heading over to it, you could also use Quick Find Code: 291-292-0-63573780.
It would be lovely if you recommended it there, especially since Jagex Moderators do check it very, very often. I would hope such thoughts from fellow players would also help Jagex know some concerns regarding promotional offers such as these.

Guys, i entered my gamecard code in today and was logged into rs whilst doing it. A yellow text appeared saying i received my flaming skull, but ni skull was received, can a jmod please check my recent transactions to see that i have entered this code and it does state at the bottom that my 'virtual goods' were dispatched.
I have checked with Diango and all he gave me was a mad necklace, no flaming skull, the code was brought from gamestop. I will provide the code if needed.

why is it, that people with automatic payment each month, doesn't get these great deals? I*** had auto payments longer than the reuired time? just wondering paying member for over 7 years. For anyone that is still having trouble with the Quest Desperate Measure's, like I had, with being booted out I tried everything. finally had to get out my old laptop and it let me continue. something about my newer laptop that wouldn't me complete it.

I regret doing this, but I live in the United States, and i noticed the big huge Flaming Skull letters in the passing updates on the homepage. for some reason I did not fully read the article, and bought a card from Walmart, not from Gamestop. Not only did I forget to read the article, but i bought a 3 month membership 2 weeks before this update. So now i am stuck with a 3 month card, and another 3 months. Really? I understand i failed to read the segment, but i still feel it is quite cheap to do that to people. Can Jagex do anything? :( I Don't want to go and buy another 90 day card.
