I wouldn't mind paying the membership fees for 07 servers, but I am not buying membership just to vote, only to pay membership fees for 07 server again or to be rejected because of the current EoC members voting against 07 servers.

What jagex is trying to do with this is to get more people on the p2p side of the game, if the poll was open for all, then reaching 750k would be no problem what so ever.
They would be losing money, if they made the promised updates by relying on the 750k votes, from which 90% are free players and most likely duplicate accounts.

so every ones chars will start with level 1 if you go onto that 2007 server?

i would vote to do this ... but i dont want to start my char over agian... its taken me since 09 to get my char to the place it is... thats a major investment in time and money

and i am already paid up till august of 2013,,, would i have to pay the "extra fee" if it doesnt get enough votes??

how are they going to handle the fees if you have paid way in advance?

Honestly, you can just keep your mouth shut. This is an absolutely incredible opportunity. It's honestly a great idea. Everyone gets a fresh start; it's gonna be absolutely insane. I can't imagine a better way for this to happen.
