Rares are an annoyance to a legit economy. Don't add them, please. Starting out fresh and leveling up, doing quests, killing monsters, getting drops, and so on, is how you play RuneScape. If you'd rather just dong around at a high level, rather than actually play the game, then this game isn't for you.

Starting at level 3 is the best bet.

No rares at all would leave a flawed market. if every item in the game was easily obtainable just by killing something, any time you wanted to... It's not as fun. I personally don't enjoy rares, because to me they are stat-less piles of coin I could use on EXP. But people do enjoy them, and people would like to have the chance of history of RuneScape, and be able to have something they cant kill something to obtain again.
