I have a suggestion for rare item introduction. Say, perhaps a week after release, people are about mid level... 70 for example.
Add a very slim chance for rares to drop when killing any monster, with a drop rate equivalent to that of an ancient effigy is right now. TEMPORARILY OF COURSE. Suppose, maybe a weekend, or a span of 5 days to a week.
I know this way may not seem fair to the "skiller" type accounts, but it's honestly the only fair alternative to giving them to nobody, or giving them to everyone, making them not rare at all.
