You know if only 50,000 members vote, there is a $15 fee, what if 50,000 members vote, but 750,000 members buy membership for the 2007 game, will the membership fee stay at $15 or will it go down to the requirements of 750,000+ members voting?

You need membership to vote, but you can refund your membership, and so vote for free.

It is probably not a good idea to try to outsmart Jagex like that. They can obviously see which of the votes are "fake" and if you ask for refunds they might not count the refunded votes in the end.
