That wouldn't stop anything. The bots actually ARE human most of the time, that's the whole problem. If only they were 100% automated, they'd be easy to deal with but no. They're most likely about 20-30 PCs automated with 1 or 2 people watching over them, whenever any problems pop up, they act like a normal player, no problem anymore.
I mean, it's like hitting a guy in the face because he's thinking something rude about one of your relatives, how would you really know unless you can read his mind?
Don't get me wrong, I hate bots. I hate them to death and I do hope every cheater, scammer, gambling host, hacker will in the end find out that you really do reap what you sow, but to quote Blackadder "Sir, these are not the days of Alfred the Great. You can't just lop someone's head off and blame it on the Vikings."
Jagex needs proof before they can ban someone, because an unfair ban is very bad for business and publicity. Amazing (and disgusting at the same time) to see someone saying they didn't ban someone because he's 138. I haven't seen them care since SoF. (which is like RS 9/11)
Good thing for your mate that I'm not banning, because I would have banned him permanently. I think after spending as much time as he has on the game getting max levels, he would have found out botting is AGAINST THE RULES. He makes the choice to do it anyway, he reaps the consequences. Simple.
