The only way ... if you believe Jagex/JMods do not take you players seriously, is to take your cases to court and let a judge reach/return a verdict.
this is 2nd time you have bought judge / court today.
but going to court over "they havent responded to my letter" is just definitely not a good idea
OP has thankfully linked there stance on receiving letters

section 22 under "complaints"
If you are unhappy with the outcome of your complaint, please write to our registered office above providing us with the following information: your name, username, email address, the full details of your complaint, Jagex’s previous response to your complaint and why you disagree with the outcome. Please mark the letter for the attention of the “Customer Support Complaints Team”.
going to try a 3rd letter, this time with return reciept.
in which it does not say anything about they will reply. just "unhappy send us a letter explaining why" it does not indicate they will respond to this letter. so op will have nothing to go on going to court. again..... going to court over not getting a response.... bizarre
If a player does want to see into 'Jagex/JMods evidence' players have the opportunity to go to court and demand to view/see evidence gathered by Jagex/JMods.

evidence to see what? on the account they dont own?
jagex have every right to remove any account for any reason. they do not need to provide evidence for anything when they are the ones that own it.
we accept that when we start playing in the T&C.
https://www.jagex.com/en-GB/terms
THE JAGEX PRODUCTS AND ANY ASSOCIATED SOFTWARE ARE LICENSED TO YOU, NOT SOLD. YOUR LICENSE CONFERS NO TITLE OR OWNERSHIP TO THE JAGEX PRODUCTS OR SOFTWARE.
we have no ownership of the accounts. so they can ban them for any reason, includes 0 evidence reasons.

I am not talking about 'ownership' at all.
yes i know you arent. but the ownership of the account is important here.
you dont seem to be understanding why i bought that up. i dont know how else to explain why ownership is important, especially when it comes to the T&C and going to court over it.
we do not own these accounts.
jagex can ban them for any reason (because they own it)
going to court over this would be silly, why? because we dont own them how would a court help here? when we have already accepted the T&C that includes the banning / termination of an account for any reason.
i hope you understand this.
us wanting to see "evidence" means nothing when we dont own it.
I am only talking about players accused of a 'crime' without evidence shown and players are allowed to let these accusations to be investigated by a legal lawyer, could be that you'll have to go to court.

if i can just get them to respond to me.
going to court over this isnt going to help. for the reasons i gave to you.
im done now. as you just seem to want to argue, nothing to do with giving good advice etc. you are wanting someone to go court over information on an account they dont even own....
If a player has doubts they are allowed to get into contact with a lawyer and investigate said 'accusation' Jagex put on said account, even meaning taking it to court.
