I wasn't even going to comment here, but the title of the topic doesn't make it any favor.
Generalizing "the runescape community is bad" is already an insult (almost to a personal level), because, firstly, it calls out all the community is problematic where probably only a very small minority may be really bad.
Don't ever forget that this community has you, me, the mods, the players/people you like included, so if you want to address some problem here (and yeah, there's some, and there's some valid suggestion on how to fix that, but that's another talk) at least respect the community as a whole and later isolate and talk about the problems you might be facing here.
Second, we might have problems, but you may always report misconducts in the game and in the forum, they have dozens of people to look into it, and that's already huge, it's not every game out there that is willing to put so much effort in making the human interactions in-game this smooth. Saying that these people, even indirectly, don't do enough, is an insult to them, because they put so much effort in a game they love and also have human limitations and feelings, and an insult from a spoiled brat "full of rights" may also ruin their days.
Lastly, this world here, even with so much effort, still is pretty much like real life and you won't always find flowers and hugs every corner, people need to learn how to live, how to deal with mean people by themselves, learn how to deal with frustration (and anger?), otherwise they will have no social competence to burst their own bubbles and will stay isolated forever. Or being the guy that is seen as the one that loves complaining but offers no solution and is deemed as annoying by the others.
I'm pretty sure we have a lot of supportive and fantastic people out there willing to help, and they worth much more than the mean ones, and also outnumber them. Meet good people, ignore bad people, learn how to deal with frustrations and move on.
