An example of policy is when RS3 mods were on a livestream saying they don't enforce combat macros. Or OSRS mods saying people can share accounts as long as there is no RWT involved.

The rules are built on saying otherwise. So how were those decisions made at any point in time? Was anyone notified of these changes? Have they been rightfully reverted?

A more relatable example might be the forum. I can say with little doubt the definition of trolling has never been established. No matter the angle, it all comes down to intent.

Flaming they know all too well, even though it is not as clear. Flaming a troll is usually the worst offense you can make on the forum.

THAT is policy and guidelines gone wrong. They should naturally favor the players who oppose the trolling, and not empower the trolls. When folks say the moderation is too strict, that is a big part of it.
