Why not let FMods make their own threads and manage/bump them as much as possible for the sake of make page 1 of a forum look shinier?

This specific thread that you are referring to is on Page 20 of the General sub-forum and the last post made on the thread was on July 4th, 2020. This was a month and two weeks ago. I'm unsure why you are referencing this, but it has nothing to do with Louiellen's actions here on the Websites and Forums sub-forum. I'm still confused as to what your point is here: your concerns have been addressed by both regular players and Forum Moderators. If Louiellen decides to bump this thread, it will totally be unrelated to any housekeeping as she owns the thread.
As of right now, I believe this is getting a little personal. As others have said, this tool is at the disposal of Forum Moderators to make sure that normal threads are back to the first page after either a rule-breaking spree or some housekeeping due to a lot of locked/move thread on the first page. It isn't done to deprive you of your ability to bump your own thread. It's there to ensure that threads are not lost down the list.

There are literally 2000 threads per forum section. If you're interested in a specific thread, then post on the thread, and it will be bumped up to the top. If you're not interested in a thread, then why complain if no one else bumps it up?

@2_Tron - You've received more than enough of a response to your question as to why the Bump button is used by FMods for housekeeping, and this last page has started to take this thread off-topic, and center it around one particular person, which I don't think is helpful or a particularly good use of this thread.
As your questions regarding this feature have been answered, and there's not really anything to discuss regarding the Bump button going forward, I'll be giving this a lock, as it seems to have run its course.
