You are not referring to operational costs, but the forums discouraging people from signing up? What? Interesting theory... what are you basing that on? How do you even reach the millions-figure in the first place? In my eyes this is a non-issue. I do not believe for a second that any prospective player is deterred from trying the game if they enter the forums and are unfortunate enough to see an inappropriate thread or post.
I am moreover not sure what you mean with Jagex representatives in reference to Draco and I.

There's no point in this conversation.
What is the point in gathering support, and see how he just dismissed my opinion and then asks me to write an essay which will be ignored, which is pointless. This is definitely the worst forum.

Whilst the topic of this discussion arguably is borderline pointless as I doubt the forums will ever be removed, encouraging someone to present their viewpoints and arguments in general is hardly pointless -- regardless of the topic. Of course, that assumes people are willing to actually do so as opposed to merely posting short, attention-seeking one-liners.

Jagex may not need a RSOF but they definitely need a website for the news and other information like GE quotes and Hiscores. The cost of the RSOF is already included in the cost of the website anyway, which is really hardly a big deal.
As long as Jagex needs a website (well, they definitey needs it), I think there will be the RSOF regardless how many users use them.
I can see also see improvements to the Jagex official website and forums when they are done with their own platforms for their new games and the ones they publish too. There should be (hopefully) better forums and nicer users by then.
