I better explain what this test was about.
Active Users Online
When I made this post there were no active users in this forum section.
After I made the post still none.
After refreshing the page a few times still none.
After returning to HL Off Topic section still none.
I do know what trips active users, it's not posting though. Navigating within a thread doesn't seem to trip it but more testing may prove otherwise. However I've been unable to make a difference from within a thread no matter what I do, posting, editing or navigating strictly within the thread.
One thing that trips it is entering a thread and exiting it. Once done you cant trip it again on the same thread. Waiting until there are no actives users and entering and exiting another thread can trip it again. The thread's parent directory is where the user count fires depending on how you got there.
I have run numerous tests taking snapshots of the sections before and after and the only way I can consistently increase the active users is entering and exiting different threads.
Editing a post, thus changing the forum's content also does not add to the active users.
All my tests were done on forums sections with no active users and every thread was checked for changes.
I'm not sure how thread creation works, as testing that would get messy but I expect it may work in a similar way and only count as activity based on what you do after making a thread.
Another way to confirm it's not about posting is go to HLF General. Take a screen shot of that page. Refresh the page. If the active users has increased compare the last post times with your screenshot. See below.

Active user went up, no posts made. It can take a few tries to catch this but it's happens frequently. This took me 4 tries to catch without any content changes.
