Browser refresh is different to refresh button that are near the top of the page. The refresh button is actually a reload button.
Reloading the page is guaranteed to use all available cached resources, a refresh may or may not depending on many variables.
I'm not keen on a refresh button at the button at the bottom of the page, to me it just doesn't feel right. Also refreshing isn't meant as a navigation tool, personally I'd frown upon that kind of design if I encountered it.

The reason is the refresh button should be one of the 1st things loaded by the page. If there is a problem and the entire page doesn't load, you still have a refresh button.
