i've seen it be ignored way more than utilized with the addition of individuals that do nothing except threaten to revoke hlf access, which thus creates more spam, unneeded threads, and more threatening. They hurt the hlf like 10x more than helping
I have kind of asked this question to myself recently. I guess it's still early days and maybe with a little more time I could give an informative answer.
Basically...
-Jmod interaction has increased.
-Some people have been removed.
-Some things are being listened to (the removal/merge of feedback section) didn't go ahead thank goodness.
-Rules being enforced (grey area imo, but time will tell)
In all, pretty much same old HLF, however you have been missed, but you haven't missed much.
In my personal opinion, these guidelines and this strike system has been working very well.
Before these were implemented, I removed some of the main trouble makers from the HLF, and then after this was posted only a few people have received strikes or removals from the HLF.
I think that this system has been good for the HLF, the people who aren't bullies and don't post just for the sake of trolling or causing trouble have nothing to worry about, and those who do - well they get weeded out easily
My goal is to listen to the High Level Community and take suggestions from them. I have a lot of ideas and before I implement anything I always run the idea through the HLF. Recently we were going to merge the Feedback section and the RS Discussion section, but many people didn't like that - so we didn't do it.
There's been some minor bumps recently, but I think we're getting back on track now.
The HLF is still great and has a fun yet informative environment
