thats always been true for runescape.
final fantasy makes critical like double damage, but rs has always been 100% dmg.
I don't mean to write like I always knew that either... I mean to write it like a dogma, chant, mnemonic device... so I don't forget again.

the thing about critical and chance is best explained by
Sapolsky
in lecture at a TED talk.
the "maybe" factor of rewards doubles the amount of dopamine your brain gets, and it increases our willingness to repeat the behavior.
because our critical has this 6% and then we get bright green/blue splats... I can grind a lot happier for a lot longer and I never say "oh god damn it" like when crackling comes off automatically when PT working at yaka and fucks things up so you have to do the pool over.

so I only agree that equilibrium 3 is better when its far out of context.
in context of this game, our brains, dopamine, etc... biting 3 is the best thing ever.

Here is Sapolsky talking for 37 minutes about behavioral ecology and stuff, but its a pleasure. I have listened to this many times.

Since when has your critical hit chance ever been related to your maximum hit?
Well, critical hits are hits which deal between 95% and 100% of the max damage of that ability, so crits do depend on the max hit.

I honestly don't know the exactly the mechanics involving biting, equilibrium and critical hits. A pretty obvious guess would be that, when using equilibrium, the critical hit calculation uses the original max hit (without perk) as a parameter; which would be what prevents some crits. The expected solution for this would be make the crits calculation use the max hit (and damage range - in case it's used for biting) after equilibrium modifier is applied instead of the original. But I really have no idea how technically hard that would be.

Critical hits are not just a fancy hitsplat. There are actual gameplay elements that depend on crits. For instance, Tsunami will give you extra adren when you crit. If you crit more often, you can get back up to 100% much faster. If you follow that up with onslaught, you can hit more often before it starts taking away life.

So although yes, there is a nice feeling when you hit a crit, there are also ways to utilize crits to your benefit.

oh yeah man. I know. I use that tendril thing after tsunami and its icon is the same as invigorate in your buff HUD. its cool. thanks for positing that for emphasis.

edit/add: I have Biting 3 on mh asc, drygore, and seismic. I disassembled a lv 10 nox staff to get 20 nox components, and even though its arguably more flexible to put Biting 3 on your favorite armour and not get stuck with 450k an hr cost of use for it on another 2h... its flexible enough if cost of use is 270k an hr on mh with t90 oh unaugmented and then carry some t85 or so switches for caroming 3, lunging 3, etc. At least... I think so. I am wavering, wembling, ruminating on whether or not I want to commit to putting Lunging 3 on oh seismic. It was easy for oh drygore because dismember w/ lunge 3 rocks hard (moving didn't matter anyway) and oh drygores not so expensive. It was kinda easy for oh asc too.

edit/add 2: its a growing pain for me to get used to fastest wand wrack and conc blast sequencing so much faster in revolution where its really hard to catch and cancel them. staff average speed lets you cancel everything if you want to equip a shield and throw resonance. I wish we had a two handed shield in this game. sigh.

at minor stopping point with gwd2 grind and took side trip to test my catch all slayer pants on edimmu task. I got like 6 elites with this in about 45 minutes and it felt great doing them like this (achto body and nex slayer pants)

it was a little tweak to move genocide off and have venomblood instead w/ the 3 slayer perks but I like it. mh is biting 3 and oh is lunging 3. tore the elite & the elite mobs right up.

edit: before I forget. cost of use 600k an hr.
edit/add 2: buried the bones of some poor soul with a scythe and took his elite

Kerr, that perk stack looks majestic O_O

And yes, what happens is biting/tuska's wrath identifies that the biting roll range (rand 95%-100%) is outside the viable hit range and cancels the roll.

Solutions
1) roll from 95-97%
2) roll from .95*97% to 97%
3) roll from 95-100%, if it rolls >97%, cancel

We don't have any statement that Jagex has any fix in mind for biting/tuska.

@J R Kerr,
Do you remember what components you used to make those two gizmos?

Edit: nevermind, found a reddit post with the info. Decided to go with genocidal over venomblood because bringing antipoisons isn't a big deal.

4x undead + 1x bandos -> genocidal + undead slayer
3x dex + 2x dragonfire -> dragon+demon slayer

Took me 1 try for geno+undead and 6 tries for dragon+demon. malevolent helm was 2.7m for 7 undead parts, bandos shield is 97k for 1 bandos part.

Going to put it on sliske legs so I can use it for everything.

Bump
for Aftershock perk fix, it's hitting every 50k. That should fix it for Nex blood phase / reflect / web, still testing though.

Since it hits more often with higher dps, it nets a flat 4.8% dpm increase which is > equilibrium AND doesn't prevent biting / nerf tsunami.

But it costs two zaros anima items disassembled @ level 10 and biting 3 costs nox parts, so it's a very costly choice.

That sounds like a smart idea for slayer tasks since perk > the dmg loss with hybrid, but don't forget the awesomeness that power gear is when you do high level pxm.
