In a different game I'm currently playing along with RS (I'm not mentioning which), the GM's hold regular events with their players to keep everyone busy with something fun. Here are a few samples of what they do as suggestions for Jagex to try out for their competitions:
1.) Hide and seek- A GM hides in some area of the map accessible to a certain level or genre of players, and uses a server-wide shout tool to give players a clue as to where they're located, as well as a required item which can be bought from an NPC stock (e.g. one bronze arrow, a fremnick cape). The clues tend to be obscure and cryptic, requiring the player to figure out what the clue means, as well as the location of the well-hidden GM. In the other game, it's a race between all players on the server to get to the GM first to win a prize (with a few different hiding spots each event to account for maybe a lucky player as well as preventing others from feeling left out.
*If styled like a race, multiple events should be held to accomodate timezone differences, computer issues, inability to log in, etc. The prizes should be corresponding to how many winners there are.
2.) TNT PvP events- Players within 10 levels of each other above a certain level threshold are grouped into parties of certain sizes and pitted against each other in a safe PvP zone. The winners get a special prize unique to their success, say, a special event costume or piece of equipment, genie lamp giving x amount of exp, etc.
3.) Escort Missions- Players in small teams attempt to escort a GM character through a hazardous course across the world map against other players while monsters and other hindering features attempt to kill the players and the GM character. Players are allowed to kill the other players currently escorting the GM character, and if they can successfully kill the other group of players, take over their position and keep going. (I'd suggest another safe PvP-enabled zone to prevent item loss).
