From a parents point of view and retired LEO, I don't think its a very bright idea to introduce voice chat into the RuneScape program. If others are doing this now using alternate-secondary programs while they play, so be it. They probably know each other well enough for it to be safe and harmless.
I've on occasion come across players following/circling each other and have seen them slip up sending a message public rather than private... Shall I say it was a bit ear burning erotic to the least. This occurred within a free world I was visiting to see a non member friend. So, to be expected I guess.
If RS planers see fit to implement such a feature, I would strictly limit it to members and correspond it to the friends list in such a way that the person you speak with must have been on your friends list for a month or two.
Or correspond to a high level difficult quest in order to unlock the toggle.... Much like some of our emotes.
This would be a safety feature to help us keep **** Joe and Filthy Jill out of our RuneScape community. I think this would help keep the praying creeps from crawling out from behind there sheep's masks and harming our RS community.
As it is now, RS can tare down a server and backtrack the chats and give that info to investigating Law agencies if a problem arised that they needed the information.... How on earth could this be accomplished with voice comms? I see a very problematic ordeal with this idea.
Thats my 2 cents worth of thoughts and advice for the day.
