I have run a ventrilo voice chat server on my clan's website. A large part of the experience was good but in the end I shut it down, due to lack of moderation tools. In particular, people felt that that could say and do anything they liked on voice as long as no moderator was around. We had plenty of complaints about what people said to each other.
I would reintroduce the service if there were 'report abuse' buttons and at the conversation just prior to that had been recorded. So it would be even better if RuneScape was running the voice chat server providing they have good mod tools in place. I'm not sure how it would go in places like the Grand Exchange or large battles but I expect that it would be alright in clan chats.
Also the introduction of large-scale voice chat will impact performance of the game as a whole so there would have to be carful consideration around performance bottlenecks.
Also it would make a mockery of the current censoring system where websites, phone numbers and other personal details are either blocked or flagged so I would be interested to see how Runescape can keep its current standard of control over content. How easy would it be to detect audio advertising and spamming of inappropriate material?

Very bad. Idea what of quick chat? Privacy also people you dont know will know your age and how will we talk to a single person with all the talking going on? Less ppl will use typed chat and that creates spelling issues with advertising houses plus it will be hard as some people play runescape on public wifi and talking could be private also..

Wouldn't vocal servers hosted by Jagex mean laggier games and the price of subscription going up?
Not everyone wants to pay more subscription to use a vocal chat, when some people are shy to talk or don't have a headset.
Having a seperate bill for using runescape chat servers wouldn't work, because people would just opt for skype.
And then there's the language - how would profanity and other unwanted backround noise would be filtered?

I think this is a great idea if this doesn't "lag" the game.
I think this is a great idea to prevent hacking/scamming through skype/other programs because some people try to hack your account and other stuff by asking you for a chat on skype then they send you a keylogger and hack you, and then you be sad :p but this "Rs voice chat" is a great idea as that would prevent most of the scams because people won't use skype to talk and use the rs voice chat instead

That's true, there is already a good service out there already, i.e. Skype. And it's prob cheaper as well. Generally in business, if the business cost goes up, so does the cost from the customer (i.e. the cost will be pass down to the customer), Therefor the subscription will go up.
Some people don't want the voice and might not pay for it, unless you make some sort of varied payment amount option (so pay less, without the voice feature).

VOIP is a great for those things that require team work and the heat is on and you really dont have the time to be typing (GWD, Dungeoneering, Team Pking etc.)
If Jagex wants to come out with there own for in game use, I am 100% in favor of it as long as it is setup so it can't cause us any additional lag issues.

problem #1 children- little kids generally have the most annoying voices on earth and tbh idk if i could control my self if a little 5 year old came up to me begging for monry id literally rage and ruin my computer
problem #2 spam- imagine going to ge w/ ur mic in all u would hear is a mass of people begging for items and people trying to sell items.
problem #3 use of language- how will you track scamming through voice coms and how will you control cussing because some people still leave their peofanity filter off
