I think that voice chat could be a great addition to RuneScape, on condition that it is implemented properly.
Firstly, I really think it should be free, or at least free for members. I'm not sure whether I would bother using it if I had to pay for it.
Secondly, I think it should be mainly limited to clan chat. I certainly think that it would be a bad idea to implement voice chat into public chat. While voice over private chat might work, I don't think it would be worth the effort taken to implement. Voice over clan chat would be a great addition however, and of course the option to toggle would be very important.
However, there are a few situations where I would like to see voice implemented in public chat. The main is Dungeoneering; voice chat would make Dungeoneering in a team a lot more coordinated, and those who can use it well would certainly benefit from it. Also, some bosses should have voice chat enabled in their chamber. Voice should be transmitted to all in the same chamber regardless of whether you are in range of their public chat or not.
I understand that voice chat would raise a lot of issues with new offences, and manually going through all that voice in abuse reports is a tedious job. However, I would assume that this has been thought about, and decided that it can be handled. I will hope and trust that this is the case.
Basically, voice would be a great addition if added properly.
PS. A thought to do with lag, perhaps a beta in clan chat only to test how the system copes?
