I am in support of this idea, it would make voice chatting easier, provided:
1) It is NOT public, free-for-all chat. The amount of random garble in high-traffic areas, such as the Grand Exchange, would be ridiculous, and a waste of effort/time.
2) Being able to 'PM' voice, much like sending a message, except opening a channel, that either party can close or mute at any time. (Similar interface among clan voice chats)
3) Being able to report voice chats, in the same ways you report text chat.
4) The ability to completely turn voice off and on, like you can for text channels.
5) A server for voice chatting, to prevent extremely high ping.
