This could possibly be a good way to communicate faster with friends and others.
However, this could be a way, for some people, to flame each other more violently than they use to. Also, would it be possible to report a player for offensive language if they use a microphone?
Not everyone could afford one, so they would not be able to listen to others players talk, unless it's played through the speakers. But, some players, like myself, turn off the game sounds and music, so I can play my own.

Voice chat would be awsome for us to have! i love going on skype for voice calls as it makes communicating alot easier.
the thing i would like is that there would be a way to interface your voice from friends chat,clan chat,and private messaging with the click of a mouse.another thing that would be well noted is to create "Groups" for certain voices to hear and be able to interface from those different groups as well.
things like this in Runescape will make it not only a better place to communicate,but a better place to be as well.=)
i will also like the ability to type in these "Groups" as well to support those who dont have a microphone headset.gotta support those without the voice of the people right?
another thing to have is a voice changer or modifier for those who are under protection or just want to keep themselves safe or sound cool.Possibly as certain runescape characters,Bosses,or maybe just something silly.=p

Wouldn't This Make It Harder For Jagex To Catch Rule Breakers?
As Mentioned Before This Would Take A Tremendous Toll On The RuneScape Servers In All Countries As Everyone Would Be Wanting To Use It.
Other Than Cosmetic Purposes, Its Not Really Needed In This Game. You Will Always Have 3rd Party Software To Use.
