Jagex can much more effectively detect bots now, and the fact remains that they can ALSO detect high wealth transfers. they were getting very good at detecting this just before the closed FT. tons of people were getting banned daily for RWT. their basic motion was that if someone is found to be botting, any account that had a high wealth transfer trade with it was either buying the gold for cash, or was a related main character, and all associated accounts were banned.
another thing is that if you want to run that many bots, you need that many computers.
bot detection is much better these days, not an issue.
the current ways of throwing millions of GP value into the market are much worse than any amount of botting could do. FT will severely bring down the market values of items, also lowering the amount that people can make from bots.
its not that big of a deal.
and like mod mark said in one of his statements, "we can't keep people from cheating, regardless of how many things we do, so it is better to give our players maximum enjoyment, and be vigilante in catching those who do cheat and dealing with them properly"
not an exact quote, but thats the jist of it.
