Okay, here's what I think. If you are going to bring back Wilderness and Free Trade, here is a list of what should be kept/put in place:
1. KEEP the Trade Marker thing that tells who's shelling out more.
2. KEEP the G.E. Prices
3. ADD a P.K. Limit: Once a person kills enough people, they are "Sanctified"; they cannot kill, but they can still be killed. Note: This could change depending on Jagex's Ideas.
4. KEEP the Level 20 limit on PvP, as enough people (including myself) have been killed by high level mage scammers. //I actually survived one or two ^_^ 5. ADD a warning for unbalanced trades, and tell people about where it will go off, depending on some sort of algorithm involving the amount of money, possibly tasks, and, of course, quests.
Again, this is just IMHO, but if you want to use these, be my guest. :D

Picclo, That has to be one of the most ignorant things I've heard anyone say in a while. 40% of players used multiple accounts to vote, to make it 90%?
Are you saying that the players who voted "No" Are the only people who only have one account, and those who voted "Yes" Have many?

If you want to seem smart over the internet, Please, PLEASE, Think about what you say before you say it.

The wilderness was traditionally supposed to be a dangerous area feared by most players. The Abyss and green dragons were privileges that only the bold and fearless could access. This is the way it should stay. It is absolutely unfair that players who are unwilling to take risks should have these priced features available for them.

And now for the post that matters (being my post):
The problem here is that Jagex is a company full of gamers that have stopped gaming. They seemingly don't hire anyone who's taken statistics 101, marketing 101, economics 101, business 101. It is most disconcerting. This voting process is initiated by Jagex but the people able to vote are not chosen by Jagex, they have not chosen a sample-population to make an empirical study of, therefore when 600k people vote and 90% say one thing, 8% say another thing and a 3rd group would be nulled, they are not important in this instance, with 2% it means that they have compiled data about the entire group (us runescape players) and that 600k people with 90% yes's would be the consensus rather than a a representative figure.
One could even argue that the number of people voting on this is the amount of active players that matter for Jagex since there; a) are no more active accounts or b) the other accounts that are active can be disregarded since they don't vote. Very much like a national election of a president or PM. One must assume that the same percentage would stand after 1 million or even 10 million since statistics 101 teaches us that we need a much smaller sample-population to be able to tell the entire populations opinion on something.
Think on it Jagex.

I find it kinda funny that they don't split the two up into two votes. I personally am up for free trade but not wildy. I notice a few posts up that someone thinks that most ppl would vote for wildy return but not free trade. I woulda thought the other.
Pity we can't find out!

One other factor you might want to pay attention to is the tone/attitude/names of the players who voted or posted on this thread. Similar to the Ink-Blot test in psychology I present to you this scenario:
My name, Nicky Jan*89/JangHyunWoo, pretty plain and simple. I PK'd in the old Wilderness only maybe once or twice a month with friends. I voted NO on brining it back but posted suggestions on how to make it fun for everyone if you bring it back.
However, we have a good collection of voters, in the upper 90% who wants all these back. But have you really analysed their records of playing? How often did/do these voters enjoy all other aspects of this game besides PKing? How many hours of PKing as oppose to how many hours devoted to utilizing all other things this game has to offer? "Go suck a lemon you stupid noob, I'll PK your AXX" Now do you really want people who are like this account for/represent the game of Runescape? "Come play Runescape and get PK'd all up and down the ally", is this the slogan you want for Runescape because of the majority of PKer votes?
As for your 1 IP 1 Vote rule for the referendum, I among many fellow computer users, can easy change/hide my IP and vote multiple times with different accounts; not saying I did. (Hate to toot my own horns, but I'd rather not play than to play unfairly) Just FYI.
Now I'm not convincing you to throw the idea away, but to rethink how you are going to count the votes. How many John12345 voted as oppose to Pk Ur F4C3 voted. Read the sincere comments on this thread which are overpowered in numbers by the "Go F### yourself you non-PKing noob".
