There's a very easy explanation to answer what you're saying. D chain cost a lot more even with less stats because fewer people could get d chain drops to sell into the market. There were fewer higher levels who could even kill a Kalphite Queen in a team let alone kill 3 of them. D chains are extremely rare drops from Kalphite Queen and Dust Devils. Both of those have requirements, the Dust Devils have a slayer req and hence, fewer people could kill them. Kalphite Queen had a req that your combat, items and team were good enough to defeat it without dying. There were therefore fewer sets in the game back then and a higher demand than supply, hence it's more expensive.
Bandos....geesh, strength is the most common 99 in the game. There are tons more people who can go to gwd and get Bandos drops from the boss far more easily than there were people who could kill Kalphite Queens and Dust Devils back when d chain was used. Far greater supply of Bandos now than there was d chain back then. That explains why Bandos is cheaper than d chain was back then even though Bandos has better stats. Then again, d chain dropped to 19 million sooner or later and the only better tops were barrows tops. D chain was relatively new when the prices were really quite high.
If you had released Bandos back then, I bet it would have sold for perhaps at least 10x the price of d chain because very very very few people could have even stepped into GWD and survived let alone fought the boss, kill him and get a drop. There would have been a lot less Bandos sets in game than d chains back then, definitely.
