There is no way you can contact a JaGeX mod directly to ask them if the video you will be making will work, your best bet would be to check out the QFC I am leaveing below.
If this does not help you are welcome to post your idea on this thread and i'm sure someone will answer it for your as long as it complies with the RuneScape rules and Code of Conduct. ^_^

Just curious, can we use images in the video? Say a picture of a real cat, house etc. ? Or should the vid be strictly runescape images and animation?

I'm not too sure. I think you can, The best video I've see has a smiley face in. I think you can use Real life things in your video. The only real requirements are The item has to be in runescape, less than 30 seconds for the advert. How you advertise the video and how you show your creativity is up to you :)

Can the advert be about an activity done on RS, even though it's not a minigame, skill or what not. Say..."killing rats" (just an example)

Yes, Ladylee. ANYTHING in Runescape. It is technically allowed to sell your soul for this compeition though I wouldn't recommend it. So....yes it is allowed.
And if I'm not mistaken, I believe you're engaged to one of my friends...Small world much?
