Khaine, I'd like to discuss God Spells with you In-game as I find them to be Overpowered based on a reason I will share below. The following is that, specifically about Saradomin Strike.
There are two different examine texts of the Saradomin Staff, the staff being needed to use Saradomin Strike(Beyond Game Mechanics). The examine texts are as followed:
"A magical staff imbued with the power of Saradomin."
"A staff as used by Saradominist magi."
By these two examines, I am sure that you would need this staff to use Saradomin Strike and by holding "A magical staff imbued with the power of Saradomin," it would be classified as Overpowered within the community.
Before anyone goes all "That's Game Mechanics, not Lore," I will point out one more thing. As, I feel, Game Mechanics goes as far as your character in-game, the usage of the Saradomin Staff by the Wise Old Man to use Saradomin Strike in the Draynor Bank Robbery. Without the Staff, I find it to be unusable
Also, by these two quotes, you would HAVE to be Saradominist in order to use it. This last portion is just an assumption based on what I've put together.
I do feel the same lore, as I have given with the Wise Old Man, works alongside Claws of Guthix and Flames of Zamorak due to the following quotes for the Guthix and Zamorak counterparts of the Saradomin Staff.
"A magical staff imbued with the power of Guthix."
"A magical staff imbued with the power of Zamorak."
Both of those, being the staves needed in order to use the two spells(Game Mechanics yet backed up with the Wise Old Man's Saradomin Strike Lore), make it mandatory to need the staff in order to use the spells.
