As requested, my Lord, I consulted the Head Archivist on Varius' file, and he did not fail to deliver. I looked over the file, and made footnotes in accordance.
I currently have no location on the target, though I will notify you as soon as he sets foot in any major settlement.

Race: Human (Presumed, but given the subject's nature, he could be something else)

Age: Fourty-Five (The subject appears to be in his late twenties)

Gender: Male

Alignment: Unknown (Maybe atheist? None of our agents have seen any markings or pendants on him.)

Occupation: Battle-Mage (By all accounts this is true, but as you know, my Blessed Lord Blacksoul, since our last capturing of him, he has been on the run).

Powers, Abilities and Skills:
Varius seems to have powerful inherent magic, and is a master of Telekinesis and Tactical magic (as well as a curious form that our casters have duped as "Binding", It functions mostly like a sub-class of Telekinesis, save that the caster defies gravity by binding himself to other surfaces, e.g; a vertical rock face, which he can then move over freely), as well as a decent amount of skill with a quarterstaff and basic elemental magic.

Weaknesses:
Varius appears to suffer from frequent spasm attacks, brought on by a form of Epilepsy.
This seems to occur in highly stressful situations, though rarely in combat.
(The subject claims to see visions during these spasms, though during his captivity he would not divine the nature of said visions.)

Weapons/ Specialised tools:
The subject possesses a Quarterstaff with tempered steel blades at either end.
Some form of enchantment is used to stop said blades melting in high temperatures, as well as the haft (Oak or Birch, Blessed Lord, not that it matters...).

The target also displays a wide knowledge of explosives, which have been used against our forces several times since we last apprehended him.

Clothing:
The target usually wears travelling garb, mostly comprising of a tunic, leggings and knee-high boots. He often travels hooded.

Eye colour: One eye blue, the other red

Scars/Exotic Body features:
The target has a Gecko tattooed on his back, which seems to glow and move when he is casting or charging spells, or using magic in any other way.

Other: The target can easily by spotted by looking for a man with a blue lizard following him.

Short History:
Marcus' name first arose during the Second Great War of the Gods, as an avid supporter of the false hero Aesir (I know you specifically asked for his name not to be mentioned, my Blessed Lord, but the Archivers requested that none of the original information be altered) and went to war along with a full detachment of Knights in the false hero's name (Presumed White Knights, though the Archivers are uncertain).

After the war's end, Marcus left his home in Falador, with no family of note save a sister left in the city.
It is believed that Marcus spent ten years after the war wandering through dimensions, exploring and honing his skills as a mage.
(As you know, my Blessed Lord, after ten years of evasion, we finally captured and held the subject for a full month before he escaped again.)

More recently, Marcus has been spotted in several more populated locations after another ten years of seclusion.
It is most likely that Varius is looking into these ''Core Fragments'' that have been circling in rumour.

I advise caution, my Blessed Lord, this man is now classed as a Fragment Hunter, making him more dangerous than we anticipated...

Appearance:
- Average height: 4 ft.
- Very stocky in bodily appearance.
- Very often have beards of varying length depending on Gender.
- Often distinguished by their third eye, which is found between the other two, above the nose. The Third eye is completely black and used only to detect hints of light. In areas with plenty of light it remains shut.

History of Race:
Brought to Gielinor by Guthix in the beginning of time, they were brought upon the wishes that they would craft another world below the earth with their expert artisan crafting skills. Below the ground, hidden away from the Wars they quickly developed and grew accustomed to the eternal darkness of the forever stretching mines.

Alike to Goblin tribes such as the Dogre-Shuun they have obtained the ability to work with technology, though like all things, their time under the ground had come to an end upon the discovery made by a tribe of burrowing Goblinkind.

The War was long and treacherous as Khazad-kind battled brute and wit against the swells of Goblins, a War unnoticed to the Earth above, which too had been fighting within the Second God Wars. It was then that they saw it, the Sun. Burning brilliantly in the sky they were entranced by it's energy. The dwellers of earth were attracted to their finesse in combat, as well as their skill as blacksmiths. This lead to a split in the Khazard, leading to two factions being formed; the Surface-Khazad, as well as the Earthen-Khazad.

Each lived on performing similar tasks, often very proud of their skill that was marveled by all save for immortal races, who often looked upon their creations as destructive and useless in regards to their higher forms of magical use. A rivalry that has continued to this day.
To protect their higher technology the Dwarves have sealed away their most marveled creations under the earth. Creations such as their firearms, machines, and most guarded secrets. Never to be brought to the surface world without proper reason.

How did it get here: Born from the Hammer of the Great Living Stone. ( Guthix )

Other:
They rarely use cuss words from the surface, but rather get their point across by referencing to things such as Beards, Stones, or unfriendly gestures. Though some of these things can also be used in praises.

The Khazad often emphasize their life through stone.
"We are born from stone and upon death; shall return to stone."

Their religion focuses more on a deity known as Glum the Living Stone. Who is depicted as a Stone Golum who often wields a hammer that when used to create lives, forms mountains upon the surface.

They are quite spiritual, their burials often consisting on digging a short cavern, placing the body dressed in ceremonial burial attire or armor, depending on their trade. Then collapsing the cavern with the corpse inside further "returning them to stone".

Often rumored to be alike to normal Dwarves, though only rapidly adapted to the dark.

They have a close relation to common Gielinor Dwarves though racially they are separated.

Typical cause: The Organization is a cause in it of itself.

Typical function: The Organization is a collective of inter-realm ‘bounty hunters’. We pursue criminals of extremely high value or whom pose immense danger to realms within our monitoring.
The Organization also takes specific hits on targets, these hits must be sent in on a specific Organization approved file format, which will then be processed and detailed so as to allow The Organization to decide whether or not to take up the hunt on any given target.
The Organization is a force of justice. At our hands, criminals and inter-realm dangers are destroyed. Do not interfere with The Organization. Or you will be marked as a criminal and designated for termination.

Other:
The Organization bears little involvement within Gielinor, and realms closely tied there to. Having, at least before recent times, remained far out of the reaches of these realms.
