If this fails, I suggest doing a inactive POK and POC reset. For example; All these places that haven't been touched or only has an RP once a week should be open for the taking. But, if there are active POK's then they should stay.

Land claims don't exist anymore, yet people will still claim land in the name of bringing activity. There's no need for a supreme arbitrator to say who has what. Just role-play and be merry. Life's too short to argue over virtual titles and stuff.

Just role-playing and being merry hasn't really worked. If it was working there'd be no need for this.
