They were a weapon for the peasantry, designed for the peasantry, and made by the peasantry. They were there to defend cities against the numbers of bandits and marauders that didn't wear much armor, and it was successful.
Every peasant in this game would likely have a longbow, sure, however it is also likely, if they are an inventor, that they'd have a repeating crossbow to shoo off thieves.

There are mechanisms that allow for the user of a crossbow to not have to simply pull back the string. Look up your pull and push lever, cranequin (also known as the rack and pinion), and windlass crossbows.
