However, so far the Ardougnan State is taking 1% (supposedly) and then paying out 60%, meaning that you're making a massive expenditure - an expenditure that will be picked up on the tax bills of the citizenry. As they pay too much in tax, they'll fail to afford these goods, the economy will collapse, no one will have money, there will be no tax, the army will not be paid - everyone will be penniless and the entire nation collapses. Tom, I stated before this is just a trial, and right now Ardougne can cover that by itself without taxing anyone. If this works out, Ardougne will sit down with the Coalition and work out a much better deal for this. Right now it's to even see if it'll work.
No one is loosing out except the Monarchy. The companies will make a profit from this.

Ah, so with no tax income and a pitifully small amount of income from the Trade Coalition, the Treasury would be stripped dry. It does not take long for government money to run out.
SUCH ECONOMIC LOGIC ASTOUNDS ME.
Seriously, the whole thing needs a major rethink.

Brock, don't join the Ardougne Trade Coalition, it'll bankrupt the city and see you risk losses.

That makes things much clearer, especially when you bear in mind it's a short-term measure meant to boost the economy briefly, before something more permanent is worked out.
Just to clarify some other points, Greyson:
Is this new budgeting measure being made public knowledge? Or are the companies not at liberty to reveal the details?
Also, is it known exactly which member of Ardougne's government came up with this idea? Likewise, is this also public knowledge?
Lastly, who is actually king/queen of Ardougne right now?

Right now, it'll be made public that the Coalition will be moved into the city in an attempt to bring more funds into the city. Nothing about the reimbursement or anything of the sort will be spoken off beyond 'The Monarchy will be making investments'.

Greyson came up with this plan along with the revised taxes to help put more gold into the pockets of citizens. Both should help to add more funds into the system aswell.

so with this I can buy through brock through the coalition paying brock 100% of it and getting back my 33% so for me its discount shopping and brock I need to talk to you ingame at some point.

Methinks I smell the possibility of trade agreements here, especially if the coalition thing happens.
- KTC buys ore, etc. from AMC
- AMC hires KTC for extra shipping, cart-using, and so on and so forth
The possibilities are endless... or... two... Either way...
