The 5th grade me would have definitely said Patrick from Spongebob, haha. He is a good one! Ah, and Gir - gotta love him!
Haven't heard of Konata (I haven't watched much anime in my time!) or Mutley. I'm loving how we have three Rugrats listed here though, haha.

I love how psycho-cute and quiet he is~ Personally, I liked him better before he got all 'compassionate'...
Coming up behind him is probably Ciel Phantomhive from Black Butler(Kuros***suji). The only real reason for that is because of how well he was drawn >>

If we're going by western animation, I have to go with Dogbert from the Dilbert series. As if the idea of a talking dog with a sarcastic attitude wasn't amusing enough, he spends most of the episodes orchestrating catastrophic events which often put Dilbert in some serious trouble. Also, his name is superb.
If anime is included, Ichigo Kurosaki probably takes the win here. A lot of people -- Bleach fans or not -- tend to think he's slightly bland and boring, but I think he's a very interesting character, with a fantastic design to boot.

Oh gosh, I was obsessed with Arthur when I was in elementary school. :D
And of course anime is included, it is animation after all! That's not to say I'll have any idea who any anime characters mentioned are, but they still count for sure. :p
