WIC actually has insane wage caps. Off the top of my head, I think you can qualify for WIC up to something like 18.50 and hour for 2 parents and 1 kid. I admit that I didn't read if it was 18.50 per parent or accumulative as my husband and I both make well over that ourselves. Idk about SNAP.
Anyway, the first question was more of a yes or no as opposed to asking of it applies to her specific situation. I asked it because people legitimately don't believe that there is a significant dollar amount associated with childcare. A stay at home mom would arguably be similar to a nanny and therefore a comparative rate would be the area's average nanny rate per hour (Here, that is about $15/hour).
And as far as parents offering help, I have to wonder what the surrounding circumstances are with that. Because often times help usually means a single day a week and not a full time schedule. And, if she did work, her house would arguably be in worse condition because she has less time. And, tbh, if she has 2-3 kids under 5 and the other children are under 10, I can see why the house would probably be a mess. It was stupid to have that many kids, yes, but infants and toddlers are a ton of work and kids under 10 aren't that much of a help (if they dont add to the mess themselves). Kids over 10 can help, but that is if they aren't the typical pain in the ass tween or teen.
As far as the father, idk. I think you said they had 5 kids with another one on the way. I mean unless he was legitimately tricked, even about employment, then he knew what he was signing up for. And a 40 hour workweek does not excuse someone from helping with the kids or household chores, lol, so I would say thay he should also be partially blamed for the state of that house.
And I swear I'm not going to let her know all the pain I have known
