Depends on the zone. If its a 40 then 5mph under is fine in my opinion, 10mph is pushing it. Still, if it's so bad, just over-take. And 5mph here or there is not going to cause anyone to be late. It's not like you stay behind them the whole trip. Just set off sooner. Tailgating annoys me more. It's nobody elses fault that you didn't set off sooner. The signs are for max not min.

"More haste, less speed" - said to mean that if you try to do things too quickly, it will take you longer in the end. A 10 mile journey at 40mph takes 1/2hr, at 35mph you only lose 4mins. Set off sooner, if being late frustrates you. Don't rush to be 4 minutes early to the afterlife...

I was on my motorbike yesterday and got stuck behind someone who had no clue about the speed limit on that peice of road. It was 40mph and clear and nice road to be fair. They were doing 25 miles per hour or less at times.
I wasn't having any of it and over took them when it was clear. They honked at me. So I slowed down to 20 mph. Just because I could.
If the limit says 40mph and it's a nice well maintained road people should be able to do close to the limit as it's safe. Going slow just to piss off other people is not right or fair.
In the end I went close to the limit and they kept well back. They did turn off after that. I think it may have been my stickers on the back of my bike. 1 saying Smile you are on CCTV. Other says Free break test for tailgaters. I love my stickers.

I tend to go 1 to 2 mph over whatever the current speed signage for the road I'm on says (usually set cruise control as well), also got one of them DriveSafe tracker apps on my phone that sends my driving data to the insurance provider. Helps save on them insurance premiums, also it is sensitive as hell. Got to drive like a grandpa not to get any deductions to the rate cut.

People are allowed to drive whatever speed they want, as long as the don't go over the limit. Why do you care about that? Do you also complain about what others eat, or what color clothes they wear?

Not always, some places also set a minimum speed limit to avoid slower drivers becoming a hazard to other road users, especially on highways.
