Yes and no. While the crux of the story is based around the concept of proving that magic did not occur on Rokkenjima in the October of '86, that dosent necessarily mean that magic as a whole dosent have the potential to exist.
Dont forget, Umineko is the sequel to Higurashi (although it may not look it at first), and based on that alone you can already confirm some aspect of magic to exist (the whole affair with Hanyuu and the Sea of Fragments and all that).
For now, you can pretty much safely ignore this aspect of the story though, its only really important once you get into Umineko Chiru.
