Watched the Blame! movie. I haven't read the source, so I can't compare the two. I will however say I thought it was really poor. Though that's probably down to the terrible CGI.
Also decided to give Psycho-Pass a chance too. First six episodes have been pretty poor. I probably won't continue but we will see.

I should buy more raw manga, it's rewarding as fuck to be able to read pages like this and only need to look up one word even though I haven't done kanji flashcards in months
The kanji for "gravitational beam emitter" are a real mouthful in the middle right panel: juuryokushi houshasen shashutsu souchi, lit. gravity particle radiation emitting device

I don't think you can argue that having a military unit act completely unrealistically in a setting where it is clearly supposed to respond realistically isn't a flaw.
I suppose it is a matter of opinion that running out of budget and just making your ending a mind fuck instead is acceptable but given the outrage at the "ending" or lack there of I don't think there is any denying the consensus that such a method is a flaw can be argued.
The same applies to picking Shinji as a main character. The incredibly vast majority of the internet regards him as trash and speaks about him with outrage.
Clearly these facts are flaws, and the subjective aspect of if said flaws bother the viewers is a resounding yes. Despite that most people seem to love the show anyways and crap on anyone that says the flaws they themselves rage about makes the show itself bad. It is a really unusual situation.
